TRENTON - New Jersey lawmakers have approved a measure to block Gov. Chris Christie's administrative change to streamline the gun permit process for New Jersey residents.

The Assembly voted 46-29, with one abstention, on Thursday to declare that regulatory changes the governor unveiled in April don't comply with legislative intent.

Christie announced regulatory changes and new guidelines in April, a little over three months after the New Jersey Firearm Purchase and Permitting Study Commission that he created issued the recommendations.

The changes include an update to the "justifiable need" standard required under the state's strict gun laws. It adds "serious threats" to the list of circumstances that could show danger to a permit applicant's life.

The governor previously vetoed a plan that legislators say would get guns out of the hands of domestic violence abusers. The bill would have required those who were convicted of domestic violence or issued a restraining order to turn over any firearms they may own.

“What the bill is trying to do is simple, it’s trying to set up a mechanism to ensure guns are immediately surrendered by those known to be abusers.  Domestic violence is a serious crime, it's an epidemic in this country, moreso in the state of New Jersey,” says Assemblywoman Gabriela Mosquera.

Lawmakers say the last thing New Jersey should do is increase proliferation of guns.

The Associated Press wire services contributed to this report.
