NEWARK - The debate is on over a bill that would require those that commit even minor crimes to submit a DNA sample.

Assemblyman Gary Chiusano has sponsored a bill that requires police to take a DNA sample from everyone they arrest. New Jersey first collected DNA samples 17 years ago from convicted sex offenders only. By 2000, all convicts, including juveniles, had to give DNA, which is stored in a state database.

Deborah Jacobs, of the ACLU, says Chiusano's bill is unconstitutional.
