EDISON - A lawmaker who sponsored New Jersey's medical marijuana law says the rules for growing, distributing and buying the drug are overly restrictive.

Sen. Nick Scutari claims the health department's draft regulations don't reflect the legislators' intent and will make it impossible for chronically ill patients to access marijuana.

Scutari, a Democrat and local prosecutor, says he'll introduce a resolution in the Senate on Monday that would force the health department to rewrite the regulations.

AP wire services contributed to this report.
