NEWARK - A Newark man accused of striking and killing a child while fleeing from police was formally indicted by a grand jury.
Troy Ruff is charged with aggravated manslaughter and vehicular homicide in the September 2015 death of 3-year-old Rahmere Tullis.
Police say that Ruff sped away when they tried to pull him over. He allegedly struck another car before striking the 3-year-old, who was standing on the sidewalk with his mother.
Police tried to pull over Ruff because he was wanted on aggravated assault and weapons charges stemming from an incident in May 2015.
Ruff was arrested at the scene of the crash.
