NEWARK - A former Newark police officer says he has a proposal that would stop the planned layoffs of a portion of the city?s police and firefighters.

John Jewell, a 14-year veteran of the force, says he wants Newark Mayor Cory Booker to return his salary to the city. Jewell also proposes the city?s police and fire directors take 20 percent pay cuts.

Jewell says the money could be used to bring back some of the city workers who are expected to lose their jobs.

Jewell retired from the police force two years ago after he was injured in a car accident.
