EDISON - An environmental report that foretold the kind of damage that struck the Kearny and Hoboken rail yards during Superstorm Sandy has many wondering if transit problems could have been avoided.

The late-October storm caused more than $400 million in damage to the agency's system.

Transit officials recently testified in Washington, D.C. that they had no prior knowledge that the yards could flood.
