TRENTON - The governor is set to address a joint session of the Legislature tomorrow to announce his $30 billion budget.

He will discuss two of the most controversial areas, funding for schools and a proposed tax cut. The governor also plans to explain how he plans to pay for a 10-percent cut in state income taxes.

The tax cut would cost an estimated $400 million next year, rising to more than a billion dollars when fully phased in during 2016. Democrats say that's an awfully high price tag for a tax cut that would mostly help millionaires and not the middle class.

Christie will also explain his plans for school funding. His previous attempt to change the system was shot down by the New Jersey Supreme Court.
