Detective Nevin Mattessich says the negligence displayed by the shop owner was definitely not a slip-up. "I have to believe that she has been more than made aware of the laws and the statutes and it's my opinion that she's flagrantly disregarded them and violated the law," Mattessich says.

The owner has since been arrested and charged for her alleged violations.
