Police say Antwan Cromedy gave a gun to his younger brother Zaire and told him to shoot the victim.
The victim's father, Eric Andrews Sr., says his heart is broken, but that he has high praise for police and prosecutors in Somerset County.
Andrews says he wants justice for his son. "He was loved by the community, very respectful, manners, he wasn't a troublemaker," he says.
E-9 leaves behind a 9-year-old son, as well as two brothers and two sisters.
