The neighbor, who wishes to remain anonymous, says parties in the area are an ongoing problem. She says police rarely respond to shut down parties after complaints. A second neighbor says she called police at 5 a.m. to warn that things were getting out of hand. Police did not respond until after the shooting at around 5:30 a.m.
Police have not released the victim’s identity or a motive for the shooting.
