Aspiring rap artist Quadir Burkuri was shot to death Monday morning on 9th Street in Newark.
Police say Burkuri was shot in the head while sitting in his car.
Residents say it?s the third murder the neighborhood?s seen in six weeks. The killing comes only days after Mayor Cory Booker announced possible cuts to the police force.
On June 29, Booker said he was extending the voluntary buyout offer to senior-level members of Newark?s police department in an attempt to manage the budget deficit.
There have been 49 murders in Newark so far this year.
