Gov. Chris Christie is delivering his annual budget address at the Statehouse.
Christie's proposed budget will include an overall income tax cut of 10 percent.
The governor is also proposing a restructuring of state departments that provide services for "most vulnerable citizens."
Christie wants to allocate $2.5 million for drug courts for non-violent criminals to be established in each county.
He's also proposing the largest pension payment in the state's history.
