SURF CITY - Oceanfront property owners in Surf City who refused to sign easements six years ago are preventing storm protection now.

This area between 23rd and 25th streets will not be included in a beach replenishment program that's currently underway.

The work stops short of their properties, even though some of their homes were damaged by the superstorm.

Residents further west say their fight for a view back then has now put everyone at risk. Homeowner Martin Franz says that without the protection from the dunes, the whole island could be affected.

Extra funding from Congress would need to be approved for the northern part of Surf City to be included in a future project. Property owners would have to sign the easements for any future work.
