HIGHLANDS - Mayor Frank Nolan says about 80 percent of Highlands residents are back into their homes, but there is work that still needs to be done.

Nolan is grateful for the outside help, but feels some residents may still be frustrated by the red tape surrounding the recovery process.

Eric Landskroner reports from Highlands, taking a look at how the community is recovering, and talking about the progress being made in rebuilding what Sandy took away.
