HIGHLANDS - Highlands municipal offices are still displaced, nearly four years since Superstorm Sandy.

Borough Hall on Bay Avenue remains boarded up and residents are directed to temporary trailers elsewhere in town. Public works offices are on one side of the lot on Shore Drive, and offices for the borough clerk and finance officer are on the other.  

“If you need something, it’s inconvenient,” says resident Patrick Kearns. 

"I've been there three times, not for anything bad, and it's continually closed and I'm like, ‘What are they doing here?’" asks John Flood who works in the town.

The borough administrator’s office, police department and zoning officers are also scattered around town.

Borough officials say that the town is negotiating to buy some church property along Route 36, which is on higher ground. An architect is set to design the complex, according to the administrator.

Borough Hall and two other government buildings in Highlands didn’t have flood insurance. Officials say the insurance deductible on each building was $500,000.
