A car struck two people in Dover Tuesday night, killing one of them. The incident came as the town was amid a pedestrian safety campaign.

The crash happened on West Blackwell Street right before 10 p.m. Julie Crespo says that it happened right outside her home. She says that there are often people walking in the street in the area.

“There is a lot of bars in Dover. There’s a lot of people who do come out. They drink, they walk,” Crespo says. “People don’t pay attention. They’re always on their phone, texting. I’ve had a few times when people run the red light and almost hit me.”

The crash happened about two blocks from busy downtown Dover. The town had recently put into place an initiative around pedestrian safety. The town has the second highest pedestrian-related accidents, according to a recent federal report.

The Morris County Prosecutor’s Office is investigating the crash. The driver stayed at the scene, according to officials, and is not currently facing any charges.

The identity of the person killed was not immediately released.
